Responsibilities
The Finance Department is responsible for and performs the following services:
- Calculating the annual appropriation limit
- Coordinating annual and special audits
- Coordinating the preparation of the city's bi-annual operating budget
- Issuing interim financial reports on the city's fiscal and budgetary status
- Issuing the Annual Comprehensive Financial Report (ACFR)
- Maintaining online access of financial information to departmental fiscal officers and other city information system users
- Preparing state controller's reports
Functions
The department is responsible for managing the city's financial operations in accordance with established fiscal policies. The primary functions of the department include:
- Administration of all city funds and accounts
- Business license
- Preparation of all necessary financial reports and performing internal audits
- Preparation of the annual operating budget
- Purchasing, risk management, accounts payable, accounts receivable, and payroll functions
- Utility billing
